Helping eligible EBCI families access safe, affordable housing.
The HIP Office assists applicants with housing applications and eligible home-rehabilitation needs. Appointments are requested for application assistance and pickup.
Program requirements
Who may qualify for HIP assistance?
Applicants must meet all applicable requirements. The HIP Committee reviews applications and determines eligibility.
Basic eligibility
- Low-income elders, defined as 59 years of age.
- Only enrolled members of the EBCI can be served.
- You must live on tribal property; land outside tribal property is not served.
- Applicants must not own a home or have transferred a home in the past 10 years.
- If an applicant owns a home, it must be substandard and accompanied by a Tribal Inspection Office report.
- Scattered sites will be reviewed by the HIP Committee.
Screening requirements
- Applicants must not have been convicted of a drug charge or felony in the past seven years.
- All applicants will be screened with a background check and drug test.
- All persons with any charges will be reviewed by the committee for service.
- No person listed on the registry for, or with charges pending for, sexual assault or pedophilia is permitted to live in a tribal HIP community.
Documents and processing
- All paperwork must be submitted before an application can be processed.
- Proof of income for everyone in the household.
- EBCI Enrollment Card and Social Security Card for everyone in the household.
- Proof of land ownership for scattered sites; ownership must be only in the applicant’s name.
- Proof of disability from Social Security or the Veterans Administration, when applicable.
- Drug tests and background checks will be completed by the HIP Office.

How to apply
The HIP Office is available to help applicants through each step.
Contact the office
Call for an appointment. An application can be mailed or a pickup time can be arranged.
Complete paperwork
Applications cover scattered sites and tribal-owned homes. Guidelines, policies, and a policy copy are provided.
Submit to HIP
Applications may be picked up at the HIP Office near the Ginger Lynn Welch Complex, by the line of yellow school buses.
Committee review
The HIP Committee approves or denies applications. Applicants receive a letter after a decision is made.
Applications are not emailed because of the size of the application. The HIP Office assists applicants as needed.

Who is eligible?
- Applicant must be an EBCI member.
- Applicant must own the home and make it their only home.
- The home must be on tribal property.
- Income must follow HIP guidelines.
- Cosmetic work will not be completed. CBC Construction & Facilities will inspect the home to determine work details.
Eligible repairs
- Water damage to the home.
- New heating systems to replace old units that no longer work.
- Structural damage caused by the age of the home or weather damage.
Application process
Applicants must first apply to other EBCI programs for assistance. HIP can complete work when those programs cannot assist, or may partner with them when project costs exceed their available budgets.
All applications are approved or denied by the HIP Committee. Appointments are requested, and the office assists applicants as needed.
